Whether "true on the basis of meaning" is computable depends on very
much of the meaning. If the meaning is neither true or false the it
does not make much sense to ask and answer whether it is true. For
example, "42" is true according to the C meaning but neither true nor
false according to the its meaning in Common Language. The sentence
"The first name of the next Presicent of the Unites States is James"
is either true or false but there is no way to compute which.
