That's Discourse.  It's intended to be primarily a customer support channel
- user asks a question, N replies, end of topic.

It's currently fashionable, but it doesn't work very well as a general
purpose discussion forum.  Although it works better on mobiles than
traditional phpBB, which tends towards tiny unclickable text or the
avatars/signatures/etc waste a lot of space.
