The construction of Galactic Rotation Curves is done by averaging data from opposite sides of the disc. The curves from opposite sides are asymmetric. Why? This would be the observation if galaxies were precessing, as well as rotating. What else could cause this?

They use redshift to get the rotation curves.
For any particular disc, measurement
of opposite sides yields asymmetric curves,
which- when combined- give the general
curve for the galaxy.
If there were more matter on one side
than the other, there would:
a. have to be perfect ANTISYMMETRY
b. be places where the two curves are
very similar both to each other and to the
general curve.

Quite true. But we still don't see face-on galaxies with one edge relatively blueshifted (therefore approaching us) and the other edge receding (therefore moving away). Thus no retarded precession. What we do see is more edge-on galaxies with those characteristics. One edge approaches and the other moves away. Thus we can see the galaxy is rotating. And we see they aren't quite symmetric, indicating an uneven distribution of mass.
