Correct.

Since the rotation is perpendicular to our line of sight, we would not see
redshift or blueshift from the rotation.  If there was such thing as
precession, we'd see one side redshifted and the other blueshifted.  But
we don't.  So retarded precessing galaxies are only part of your dreams
(or hallucinations), not reality.
