So, where does NASA inform us of the spin rotation of Juno whenever we want that data? Do they have a website that tells us the rpm's and whether something was done to alter, correct, or change the rpm's.

So, how often does Juno broadcast back to Earth what its spin rotation is? And is there a website that keeps track of the spin rotation?

How does Juno alter the spin rotation rpm?

I am telling scientists, the most important information that Juno can give us, is the correct understanding of "what is gravity". Is gravity Newtonian or General Relativity gravity, or is gravity Faraday's law in Maxwell theory? If it is Faraday's law, then Juno will pick up spin from Jupiter. If gravity is General Relativity, then Juno will not pick up spin from Jupiter.

Now, being a taxpayer, I think I can demand, and not ask for the "spin data on Juno", and NASA would have to comply with such a demand.

You would be wrong.

You do not have line-item authority over how your tax money is directed. 
No taxpayer does.

By deliberate design, we live in a representative democracy, by which 
you implicitly authorize elected officials, who in turn have the 
authority to appoint other officials, to dispense with pooled tax 
dollars at THEIR discretion (not yours). If you are displeased with how 
those elected officials carry out those authorized duties, your recourse 
is to replace them in the next election.
If you think this is a silly way to run a country and do not wish to 
comply, you always have the freedom to emigrate.

Good luck finding a country where citizens have line-item authority over 
tax dollars.
