It is true for natural numbers under the usual interpretation of those symbols
which converts those symbols to the peano notation
011 + 011 = 01111
You can then apply the peano axioms to derive
011 + 011 = 01 + 0111 = 0 + 01111 = 01111
And the statement is meaningful and true. However in modulus 3 + is defined as

0 0 1 2
1 1 2 0
2 2 0 1
And the statement is meaningful and false.
You can also define + as
+ 0 1 2
0 1 1 1
1 0 0 1
2 2 1 0
And the statement is still meaningful and still false.
Under the axioms of boolean algebra the statement isn't even meaningful.
There is no one absolute truth in math, only truth with respect to a given
system of axioms. Whether absolute truth exists in reality, there's no reason to
assume humans will learn it.
