If you cannot sink much heat then you won't be burning many calories at a very high rate for very long.  The system will literally overheat internally and you'll croak.

The easy way to improve efficiency passing through fluids is to have high temperature time trials, i.e., 35 C pool water, and then studying style of the winner at high temps.

This way those who are competitive at normal temperatures by relying on brute power could be retrained to go even faster.

Runners don't seem to "literally overheat internally" and "croak" so why
should swimmers?

As normal body temperature is 37 C, anything less than that is cooling.

Assumes a LOT of things not in envidence.

1.  heat the air up to 37 C w/ 100% r.h. and the runner will croak.

2.  air offers less resistance than water

Apples and oranges; you said water at 35 C.

And having run in similar conditions and still being alive, I can empirically
say you are full of shit.
