Why?

Chips do not need to communicate internally with serial pipe lines.

Chip internal communications already match fiber optic speeds.

Chip internals have nothing to do with "could make the Internet faster".

Computers have used fiber optics for module intercommunications for decades.

Seems to me this is much ado about nothing.

everywhere. (there is 3 to 10 times the capacity needed in place now)

the last is called "fiber to the house" which is being installed now.
