I'm not implying anything - I'm stating the obvious.
YES, Sir Isaac Newton created the "law of gravity."

Sir Isaac originated the mathematical specification of the "law of 
gravity" (first having to invent the requisite math) and as 
demonstration of usefulness calculated planetary motion for many cases.

Before Sir Isaac we had observation of gravity, but no "law of gravity" 
capable of calculating motion.
