That is really apples and oranges as things like crosswinds are the same for both the tanker and the aircraft to be fueled so pilots have to do very little other than match speeds and gently manuever. Controls are also much more responsive at cruise speed as compared to final approach speed. The hardest part of hitting a building in any particular place would be maintaining control all the way in knowing you are going to die, but I guess that wouldn't apply to someone expecting 70 virgins. Not only will ground effect help keep airplanes from flying at top speed right next to the ground but they also help slow moving airplanes maneuver very close to the ground.
