Not really. You get antimatter when you have 1 MeV+ photons flying around
(which are REALLY energetic) or some way to accelerate particles to that
energy, or a rare few B+ decaying nuclei.  So it happens but not "anywhere"
just when those conditions are met.  And once it does happen, the positron
wanders for a short distance before encountering an electron and poof!
More gammas and it's gone!
