Sure, but before they are freely published they are already known to the 
patent clerks. Such applications remain unprotected for a long time.

If a spy gets access to a patent office, the spy could search for 
valuable inventions, which are not yet patented, transmit the 
information somewhere, where such patents are granted in the meantime.

Patent offices are therefore under strict security policy everywhere and 
only persons with appropriate security clearance are allowed there.

German speaking Swiss people are often quite 'anti-German'.

German citizens mistake the Swiss mainly for a nice tiny postcard 
country, which lives from Chocolate and watches.

This doesn't make sense:

First strange fact was his rather fast citizenship,

Second strange fact was his almost immediate security clearance for the 
patent office

Earlier occured his rather strange relocation from Pavia, Italy to 
Aarau, Switzerland as a single, stateless, uncompanied teenager.

...

My guess was therefore: he was actually a born Swiss citizen and his 
vitea was a fake.
