That's not science fiction, it's pure fantasy.   You can't reverse 
entropy by just making a wish and saying let it be so.  Science fiction 
is more like Asimov's story "The Martian Way", where a McCarthyesque 
politician on Earth finagles an embargo on all water exports to Mars, so 
the colonists there go "fine" and haul it in as ice from the rings of 
Saturn.
