He's nice because he knows how slow and expensive the court system is; one of my tenants owes 2 months rent, 1,600$. In Japan, you pay about 6 months rent up front, and, unless you're really special, you'll not get any of it back. In Seattle, we're not allowed to research one's criminal history, much less act on it. Often, when a "thievivg junkie" can't pay his rent, he calls the city inspector, as if that'd help him; the cost of appeasing inspectors exceeds taxes, some years. My only consolation is that their credit report is dinged.
