In my 21 Mar post to you I specify very clearly the 4 different states a GPS
satellite can be, taken from the GPS history, about 4 decades ago. I repeat my 
literal words:

[ Yes, SV is the satellite Space Vehicle (with the clock inside), but from the
GPS history we know that it can be in four very different states:

S1. At ground without correction.
S2. In orbit without correction.
S3. In orbit with correction.
S4. At ground with correction.  ]

As you can see, the 4 states refer always to the GPS satellite with the clock
inside, with the two different physical conditions that determine its state 
very clearly specified, at ground (BEFORE the launching) or in orbit (AFTER the 
launching), without correction applied (WITHOUT frequency divider) or with 
correction applied (WITH frequency divider).

The clock is a time measuring device, being in this case the time that 1905
Einstein define for the GPS ECI, the same time ALL (NOT distinguishing clocks 
"at ground" from ones "in orbit") synchronized clocks (at the selected 10.23 
MHz frequency) are showing simultaneously at the same instant of ECI time.

The EXPERIMENTAL FACT {EF) that I am referring (corresponding to the historical
first GPS satellite launching) is that the frequency the clock at the state S1 
(at ground without correction) shows (10.2300000000000 MHz),  is NOT the same 
it shows (10.2300000045674 MHz) when at the state S2 (in orbit without 
correction).

The unique measurement of time in GPS ECI is the one specified by 1905 Einstein
almost at the end of Section 1 in his Jun 30 paper:

[ The "time" of an event is that which is given simultaneously with the event
by a stationary clock located at the place of the event, this clock being 
synchronous, and indeed synchronous for all time determinations, with a 
specified stationary clock. ]

The specified stationary clock in the GPS ECI case can be one at a pole (on the
Earth's geoid).

Before defining time (on the same Section 1), 1905 Einstein rejects any
"measure at a distance", as the one you are introducing here.

Oh yes, they had the unique possible frequency measuring apparatus IN the
satellite, the clock showing 10.23 MHz when 1905 Einstein synchronized, or a 
different frequency when NOT synchronized. They had also IN the satellite the 
arithmetically exact frequency divider. ALL observations were done IN the 
satellite, not at all the "at a distance" ones that perhaps your not sufficient 
knowledge about how communication channels work leaded you to think.

What the clock IN the satellite shows is part of the DATA broadcasted from the
satellite to all the GPS ECI stationary space. Those DATA are NOT affected by 
distance, velocity, gravitational potential or any other difference between the 
transmitter and the receptor.

The modulation frequency used to encode the DATA into the carrier frequency
transmitted, or to decode it out from the carrier frequency received; is NOT a 
SIGNAL that is transmitted or received, but a frequency that is available and 
USED in the modulation and demodulation processes that take place only in the 
transmitter and the receptor respectively.

MHz that you mention, violating History and expressing in a very explicit way 
YOUR REJECTION to that EF.

I said to you more than once that you are using an already obsolete time unit
(second) definition. Since 1977, it is already an EXPERIMENTAL FACT that a Cs 
atom shows 9,192,631,770 Hz ONLY in the Earth's geoid physical conditions.

them) that never existed.

You are not only rejecting the historical experimental evidence supporting all
the development of GPS since 1977, but also rejecting to consider the modern 
GPS technical documentation where in all electronic diagrams the unique 
frequency source available for use into an OPERATIVE SV GPS satellite is always 
10.23 MHz, the 1905 Einstein synchronizing frequency for ALL GPS clocks showing 
simultaneously the same ECI time, a frequency that is NEVER a SIGNAL 
transmitted or received in any GPS ECI site, including the reference ground 
(Earth's geoid).

S1. Atomic clock to be launched, frequency measured at ground before being launched. Originally this frequency was measured as 10.23 MHz.
S2. Atomic clock in orbit, frequency measured at ground while the clock is in orbit. Originally this frequency was measured from the ground as 10.230000004425 MHz (see 2002 Physics Today Ashby paper, pp 45).
S3. Atomic clock in orbit with correction applied, frequency measured at ground while the clock is in orbit. This frequency is measured to be 10.23 MHz.
S4. Atomic clock before launch with correction applied, frequency measured at ground before being launched. This frequency is 10.22999999543 MHz.

This is BS, as reading the Ashby paper shows. Note to readers: Both Ashby papers are not very well written as he tends to use expressions that may confuse some uneducated readers (such as Valls). For instance he writes: "Figure 2 shows the net fractional frequency offset of an atomic clock in a circular orbit, which is essentially the left side of Eq. (35) plotted as a function of orbit radius 𝑎, with a change of sign." without explaining that all these frequency offsets are measured at the ground (which is clear in other parts of the papers).

Well, SR ("1905 Einstein") does not really apply, because GRAVITATION IS 
PRESENT. But the ECI coordinates used in the GPS are CLOSE to inertial 
coordinates of SR in that the coordinate speed of light in vacuum is 
isotropically c. But they are MANIFESTLY not coordinates of SR (or "1905R"), 
because the equations of Newtonian mechanics do NOT hold good (clock skew is 
present -- a standard physical clock at rest in the ECI at satellite altitude

frequency-measuring device, then it CLEARLY measured 10.2300000000000 MHz IN THE 
SATELLITE (in your state S2).

definition of the second with the definition of UTC and/or the GPS coordinates

issue, this is the DEFINITION of what "1 second" means.

Go read the ISO/CIPM definition. It makes no mention of location. It doesn't 
need to, and WOULD BE WRONG if it did so. The key point is that the local laws 
of physics are the same everywhere/everywhen, and a unit of time can be defined 
ONLY LOCALLY. The people who wrote that definition understood all I am saying 
here, but YOU DON'T.

	The world in general, and the GPS in particular, do NOT
	conform to "1905R". But they do conform to GR, as best we

UTC is defined on the geoid (using the ISO/CIPM location-independent definition 
of the second). The GPS coordinates are based on the ISO/CIPM

experimenters were on the ground, and they compared SIGNALS from the satellite

GR for the physical situation they had. (They then MODIFIED the satellite clock 
so it would conform to the GPS design, and did so for all subsequent satellites.)

	As I said above, it seems your core mistake is to think the
	ISO/CIPM definition of the second applies "only on the geoid".
	In fact it applies everywhere, LOCALLY, including inside GPS
	satellites.

IOW: do you REALLY think that the local laws of physics are DIFFERENT for every 
location off the geoid? Because that would be required in your fantasy land (in 
which a Cs oscillator in GPS orbit ticks faster than 9,192,631,770 Hz).

the today GPS ECI, see anywhere the system of equations a GPS receptor 
resolves). Why do you say now that ECI does not have 1905R coordinates? The 
equations of Newtonian mechanics DO HOLD good in any 1905R stationary system by 
definition.

A GPS satellite clock in operative orbit is always broadcasting internal DATA
to ALL the GPS stationary space through communication channels, including the

precisely the motiving cause for the 1980 BIPM formal redefinition of the 
second, recognizing that in physical conditions different from the rotating 
Earth's geoid the standard Cs clock is not showing the 9192631770 Hz frequency. 
In the last 1997 BIPM redefinition, the Cs atom must be at rest with absolute

sequence of times showed by the clock inside the orbiting satellite (part of

actual operation. See for example in the IS-GPS-200H document: Fig.3-1, pag.21;

I challenge you to point in what part of the document appears a chipping rate
of 10.2300000045674 MHz IN THE SATELLITE, or transmitted SIGNALS FROM THE 
SATELLITE CLOCK received on the ground at 10.2300000000000 MHz.

In the 1970 definition (including the introductory comment), Relativity is no
mentioned at all. As you thought until very recently, "it makes no mention of
location. It doesn't need to, and WOULD BE WRONG if it did so. The key point is 
hat the local laws of physics are the same everywhere/everywhen, and a unit of
time can be defined ONLY LOCALLY".

The 1980 redefinition is a very drastic change. It implies the explicit
recognition that changes on velocity and/or gravitational potential alter the 
tick frequency of an atomic clock, because the compensation of both effects in 
the geoid implies the independent existence of each one.

But what happens between 1970 and 1980 that makes necessary such a drastic
change? For me is evident: the 1977 first GPS satellite launching and the 
establishment of the related EXPERIMENTAL FACTS that you (continue?) rejecting.

both cases, applied at ground before the launching (from 10.23 to

Both in SR and GR, moving clocks do not change their ticking frequencies. What does change is the measuring of that moving clock frequency, from a stationary frame (in this case the ground stationary frame).

I don't understand a word of what you say. Clocks are not characterized by 
ticks, but transition from a state to another. Those transition are not 
EVENT based, but time based, aka periodic transition propelled by some 
form of NATURAL drift. Inherently those transitions has to be cyclic and 
repetitive. If the input drift remains constant the cyclic transitions 
will repeat as same rate. Learn Natural Physics, my little friend.

The EXPERIMENTAL FACTs are well described by Ashby (see section 5 of http://relativity.livingreviews.org/Articles/lrr-2003-1/download/lrr-2003-1Color.pdf).

Ashby writes:

"For atomic clocks in satellites, it is most convenient to consider the motions as they would be observed in the local ECI frame."

This means measures are done at the local ECI frame.

Then he writes:

"The negative sign in this result means that the standard clock in orbit is beating too fast, primarily because its frequency is gravitationally blueshifted. In order for the satellite clock to appear to an observer on the geoid to beat at the chosen frequency of 10.23 MHz, the satellite clocks are adjusted lower in frequency so that the proper frequency is:
[1 - 4.4647 × 10^-10] × 10.23 MHz = 10.229 999 995 43 MHz."

So you see you are completely wrong, again.

You quote just the beginning of section 5.

This means that the motions of the satellites are described as observed in the
ECI stationary space, the (desired by design) circular orbit trajectories with 
the same constant height and speed.

Same remark for the clocks at ground (Earth's rotating geoid), having also
similar circular orbit trajectories in the ECI stationary space, but with 
different height and speed than the satellite ones.

In the operative GPS, ALL the clocks MUST BE 1905R synchronized with the same
(desired by design) 10.23 MHz frequency, corresponding to the same 1905 
Einstein defined time showed by a virtual (or real) clock in EVERY ECI 
stationary space point, including the satellite and ground ones.

As ALL GPS operative clocks are showing simultaneously the same ECI time in any
instant of it, we can say that this time is observed simultaneously the same 
one from ANY part of the GPS ECI, including the ground (geoid) one.

Read what Ashby writes exactly after the text you quote:

"This adjustment is accomplished on the ground before the clock is placed in
orbit."

When the clock is operative in orbit, it returns to the 10.23 MHz it had when
still at ground before launch, as we can know reading the story of the first 
GPS satellite put in operative orbit, what begins 11 lines ahead.

Fortunately, it is already an EXPERIMENTAL FACT, that an operative GPS
satellite clock showing IN THE SATELLITE the (desired by design) 10.23 MHz 
1905R synchronizing frequency, can be obtained applying the same relativistic 
adjustment either at ground before the launch (today ordinary GPS routine) or 
in orbit after it (only when the first GPS operative satellite in orbit).

What is this you so call FACT of "MUST BE 1905R synchronized"? You are completely confused about what an atomic clock does in the presence of gravity and what the orientation of that atomic clock with respect to spacetime means.

Of course not. The satellite atomic clock continues to tick at 10.2299999954326 MHz the same frequency it had before being launched. The reading of that clock at the GPS receiver is 10.23 MHz, because it is in a different orientation with respect to the spacetime. You have been told this many times but you do not read.

What it is a proved EXPERIMENTAL FACT is that the SV atomic clock is ticking in  orbit at 10.2299999954326 MHz, while the received signals at the GPS receiver ticks at 10.23 MHz.

1)it's neither atomic, nor clock
2)it's ticking 10.23, as measured by clock present on 
GPS and set for GPS time.
