What it does say is that velocities don’t combine as a sum. But then again 1 liter of oxygen plus 1 liter of nitrogen doesn’t combine to 2 liters of combined gas either. You can fuss all day long “But why NOT?” The answer is that it just doesn’t, by direct measurement.
