They will agree on the TAI time once both are on Earth.
But the travelling twin will still be younger.

How about this: At 24.02.2020 12:00:00.00000000000000000 I climb
into my time machine and travel into the future, to 24.02.2023
12:00:00.00000000000000000. I experience exactly one hour of
elapsed time (according to my wristwatch) inside the time machine
while travelling into the future.

How much will I have aged?  1) 3 years; 2) 1 hour; 3) Some other amount.
