This presumes some frequency of galactic contact. What frequency is assumed?

I'm not sure I understand this statement. To me, it's like net charge. 
Some objects have a very small net positive charge and some have a very 
small net negative charge, but both are small compared to the massive 
amounts of charge in the objects. If MOST the charge were to disappear 
except for the net, then I could see objects of both negative and 
positive net charge remaining.

Sounds tough, compared to AEgIS.
