Since before WWI he studied engineering in Louvin (=Leuven) and after the war the university was still closed until January 1919. So his entire studies in mathematics and physics could only have happened in the 10 1/2 remaining month of 1919 - if we reserve a few month in 1920, that he certainly needed to write his PhD thesis.
