You have it backwards. It is the soles of shoes that continuously cause
friction, and thereby static electricity (separation of charges) in the
first place. It is the insulating rubber that prevents immediate electric
discharge (balancing of charges), so the static electricity builds up (in
the body). It is the non-insulating hand that allows electrical discharge,
the flow of electrons from the animals and door knobs to your body because
there have not been enough there.
