Your “second of distance” is equivalent to a light-second, therefore Thomas 
Heger is on the right track for a change: the meter is currently defined in 
terms of the speed of light in vacuum.  It is “the length of the path 
travelled by light in vacuum during a time interval of 1∕299 792 458 of a 
second” [1] (and the second is currently defined as “the duration of 
9 192 631 770 periods of the radiation corresponding to the transition 
between the two hyperfine levels of the ground state of the caesium 133 
atom”; ibid.)

No; 1 light-second ≡ 299 792 458 m.

(You would also be well-advised not to use ambiguous thousands separators.  
Different countries use different delimiters – for example, in Thomas 
Heger’s supposed and mine the comma is used for the decimal point instead –, 
and this is an international newsgroup.)
