There is the Cypherpunks mailing list [1], but the quality of
discussion and the signal-to-noise ratio is horrible. Hardly anything
interesting these days. There is also no moderation, so most mails are
off-topic.

Cryptography Stack Exchange [2] has some interesting discussions. It
does not have a lot of activity, but in general people seem to know
what they are talking about.
