Subject[PATCH 2/2] fpga: Add support for Xilinx LogiCORE PR Decoupler

This adds support for the Xilinx LogiCORE PR Decoupler
soft-ip that does decoupling of PR regions in the FPGA
fabric during partial reconfiguration.
