You prompted me to look.  As you say, it is unusable and ctrl-+ has no effect 
at all.  It is clearly illegal under UK Law (Equality Act 2010), but that is 
not much help!!

Have you tried the online help at the Libre Office site?  
https://www.libreoffice.org/get-help/documentation/
That is often very good - and the font size can be governed by your browser.

Would temporarily changing your dpi settings work, the help is
perfectly legible here, but I have increased dpi (96 > 132) rather than
font size as it is an across the board improvement for my monitor size.

For me this works:
Go to Tools > Options. Under LibreOffice, select View. Then find the Scaling
option under User Interface. The default value is 100%. Increase this number
until the font size is functional for you.

This worked for me; however, I found that the scaling maxed out at 130%
(in other words, I could not increase scaling beyond that percentage).

I'm not sure it's a "bug" in the "bug report" sense. It's more likely a 
logical outgrowth of some basic design decisions made to meet the 
perceived needs of a target audience. I'm not a part of that audience. I 
found too many other things that grated during my (admittedly surface) 
survey of LibreOffice.

If I decide to investigate further, I suspect Felix's post may give an 
adequate workaround. Right now I'm attempting to learn debootstrap. I 
hope to be able to contribute a rewrite of "D.3. Installing Debian 
GNU/Linux from a Unix/Linux System" from _Debian GNU/Linux Installation 
Guide_ aimed at a less experienced audience. Even retired, there are 
just so many hours in a day ;/

It looks like one, to me. Even a delibeerate design decision may
turn out (20/20 and that) to be... unfortunate.

Sure looks like a bug to me (not being able to access the accept button
looks like a window manager bug, OTOH.  At least with the
window-manager I use (ctwm), I have it configured such that I can move
a window from anywhere to anywhere by grabbing it from anywhere (using
a particular key-combo instead).  I'd expect any window-manager worth my
time to have such functionality, specifically for these kinds of
situations where the borders are or need to be off-screen).

Even their target audience will benefit from fixes to the kinds of
corner cases you bumped into.  And even if they decide not to fix it,
reporting these issues is always useful: the maintainers can then better
weigh the tradeoffs they make.

Some bug-reports are "fire and forget".  I think you could treat this
one this way.

That is most definitely an accessibility bug and left uncorrected will 
effect many with marginal vision who try to use libreoffice.  What's 
worse it effects all of libreoffice.

There is no target audience for text too small to read. It's a bug.
It's not a bug on my system (LO 5.2.5.1 on sid/Xfce4) because my Base
windows look like other windows, in terms of font size. That's not a
problem I've ever had with it. It may be an artefact of your window
manager and whatever graphics toolbox is in use.

Yes, LibreOffice and especially Base is buggy. You will use it if, even
with the bugs, you find it to be overall more useful than anything else
for some of your purposes, just as I do. Once this bug is fixed...

That triggers another question to be investigated.
I'm using  LO 4.3.3.2 on Jessie(8.6.0)/MATE .
I do not have the bandwidth to do a Netinstall.
Would any bug I file get anything but "won't fix" since I'm so out of date?

Possibly, the issue would be whether it can be demonstrated on a recent
version, at least 5. I've never had this problem, and I've used Base
for some years, certainly during version 4, and possibly earlier.

It's probably worth submitting it, at worst it costs a few minutes. It
may be a matter of an unfortunate combination of graphics support
libraries that is still a problem with version 5 and that hasn't yet
been seen by anyone else. It's surprising how long a moderately serious
breakage of GTK can take to fix if it doesn't affect everyone. I've had
some long-term issues with it over the last few years, but of course,
this is sid. I believe it was a GTK problem that left Synaptic unusable
for weeks last year.

Base is improving fast, as I suppose it got left behind the rest of LO.
It is certainly more useful now than it was with version 4,
particularly in terms of database compatibility. It works natively with
MySQL now, I have a feeling version 4 mostly needed ODBC to talk to
anything. I hadn't realised you were that far behind with Jessie.

It can be fixed. You can use xrandr to make your desktop larger than fits the 
screen. e.g. something like

	xrandr --fb 2560x1600 --panning 2560x1600

Reinstallation of the application wouldn't fix it. Removing ~/.libreoffice or 
~/.config/libreoffice or wherever it keeps its stuff should eliminate all saved 
LibreOffice settings as if it had never been installed.

That allowed me to get to the buttons.
I was then able to read the "Help" for Base enough to discover it 
doesn't meet my needs as installed.

In a nutshell: yes, version 4 allows resizing the menu font, up to 130%,
not more; version 5 uses the menu font theme from the environment (no
way to resize explicitly: change the theme).

It seems probable that the bug report will be met with a WONTFIX :-(
