Das ist aber auch bei Arduino nicht üblich. ESP8266 wird AFAIK über WLAN 
programmiert. Der angegebene URL ist der des Board Managers in der GUI, von 
dort werden ggf. zusätzliche Boards geladen oder vorhandene aktualisiert. Das 
sollte allerdings optional sein bzw. nur einmal nötig.
