The question said NOTHING of the x86 language, so it doesn't matter.

Since you said "Halt Decider" he would be correct to asume you were 
talking about Turing Machines.

And, in Turing Machines, the only thing talked about as far as 
"Simulation" would be the UTM, and that ONLY does fully correct and 
complete simulations, so barring very clear mention otherwise, that is 
what is assumed.

I guess you are just admitting you fell for the trap.
