Preview and Adobe Reader will have different ways of displaying the
PDF, as will every other PDF viewer there is. Early versions of Preview
were hopeless for viewing CMYK print quality PDFs ad would disply
horrible colour shifts.

Technically since PDF is a Adobe format, Adobe Reader should be the
best application to use that properly displays everything using the
correct standards ... unfortunately there are also many different ways
to create a PDF, and lots of them do things in non-standard ways.

nope. pdf is an iso format. adobe does not own it.

and it is. there are pdfs that will not display properly in apple's
preview, typically forms.

true, and apple's pdf implementation is among those.

I've read that the specification was free of charge but controlled by
Adobe until ISO 32000-1:2008, dated July 1, 2008. The document was made
by Acrobat 10.4.1, which I think came out long after 2008. If Preview
doesn't even get the right actual size, it sounds like the fault is with
Preview.

preview is not fully pdf compliant. it's a well known issue, and apple
does not consider it to be a bug.

if a pdf won't display properly in preview, you need to use the free
acrobat (or paid version if you prefer).

In Preview under Mavericks the horizontal scrollbar won't appear.

Use the left and right arrow keys instead.
