For reasons unknown, I'm unable to use iMessage to send texts to 
Android phones. What the heck is the problem? It's happened a couple 
times before but I managed to get it to work again but I forget how I 
did it. (I probably just re-started the app.)

It's been this way for a week or so now and it's really burning my 
biscuits. In the message pane side, the person's name is in red. When 
you drop it down, it says "<phone number> is not registered with 
iMessage." Que? How do I fix this?

I suppose you did not tell iMessage to use forwarding of messages
from/you your Mac. This has to be set up un your iPhone. 

If you don't switch "on" your Mac, only iMessages may be sent /
received, but not "normal" text messages. 

Both devices need to use the same AppleID.

Another possibility is a problem with your phone service provider or 
the receiver's phone service provider. Maybe one or both has done an 
"update" on their systems recently.

A couple of years ago my mother was having issues with not being able 
to send text messages to her brother. Nobody at either end could work 
out why, although it seems to have been a problem with my mother's 
phone service provider since when she got fed up and changed to another 
provider, the issue was "magically" solved.

Set up SMS and MMS messaging

Use this feature with any Mac, iPhone, iPad, or iPod touch that meets
the Continuity system requirements. Make sure that your devices are set
up as follows:

* Each device is signed in to iCloud with the same Apple ID.
* On iPhone, go to Settings > Messages > Send & Receive. Make sure that
  the Apple ID at the top of the screen is the same Apple ID that you're
  using for iMessage on your other devices. Add a check to your phone
  number and email address, so that you can be reached by iMessage at
  both. Do the same on your iPad or iPod touch.

* On iPhone, go to Settings > Messages > Text Message Forwarding, then
  choose which devices to allow to send and receive text messages from
  this iPhone. If you're not using two-factor authentication for your
  Apple ID, a verification code appears on each of your other devices:
  enter that code on your iPhone.

* On Mac, open Messages, then choose Messages > Preferences. Click
  Accounts, then select your iMessage account. Make sure that the Apple
  ID shown here is the same Apple ID that you're using on your other
  devices. Add a check to your phone number and email address.

Use SMS and MMS messaging

To use this feature, just start conversations as normal in the Messages
app on any of your devices. You can also start a conversation by
clicking a phone number in Safari, Contacts, Calendar, or other apps
that detect phone numbers. All of your incoming and outgoing messages
appear on all of your devices. Learn more about forwarding SMS/MMS
messages from your iPhone to an iPad, iPod touch, or Mac.

This is what fixed it. Thanks, Roger. Only my email was there, no 
phone. It said "Sign in with Apple ID", even though the Apple ID said I 
was signed in. I touched "Sign in". No dialog box. 2 messages pop up on 
my Mac saying my Apple ID is being used for iMessage and FaceTime. Why 
wasn't it doing that before? As noted above, it used to work and then 
it stopped. I never sign out.

After the 2 messages on the Mac, Send & Receive had my phone number and 
the Android contacts weren't showing red.

The other thing I forgot to mention earlier was that I could send to 
iPhones on my phone or Mac but what I sent on one didn't show up on the 
other.

Greatly relieved. Thanks again Roger (and other responders).

Probably just a glitch. There's no such thing as bug-free software. ; )

It you are on your Mac, you need to have message forwarding on your
phone, and the mac you are on has to be listed as adevice for
forwarding.

Settings => Messages => Text Message Forwarding
