It said "Sign in with Apple ID", even though the Apple ID said I was signed in. I touched "Sign in". No dialog box. 2 messages pop up on my Mac saying my Apple ID is being used for iMessage and FaceTime. Why wasn't it doing that before? As noted above, it used to work and then it stopped. I never sign out. After the 2 messages on the Mac, Send & Receive had my phone number and the Android contacts weren't showing red. The other thing I forgot to mention earlier was that I could send to iPhones on my phone or Mac but what I sent on one didn't show up on the other. Greatly relieved.
