Try creating a temporary brand new macOS user account and see if you can
launch it while logged into that new temporary account.

Try booting into Safe Mode and launching Safari there.

The next thing to try is installing all available OS updates.

And it be handy to know what errors (if any) are displayed in the
Console and/or /var/log/system.log file when you launch Safari.
