Sub par compared to what?  It's better than not being able to run it at
all. In 2X mode, it's better than on an iPhone for some vision-impaired
people.

Despite all the complaints that Apple received that people had to
manually download or sync apps to get them onto multiple devices?

BTW, it is up to the user; the user can enable or disable automatic
downloads in the settings app.
