Bumpers in the good old days were simply there as protection stop your
car's bodywork from damage.

Bumpers these days are designed to do things like partially and slowly
collapse on impact to absorb some of the momentum, protect pedestrians,
etc. Even a light impact can damage the underlying "foam" even when the
plastic outer casing still looks fine.

Like most things these days, cars are designed as throw away items when
"broken", instead of designed to actually last decades and be easily
repairable like they used to.  :-(
