I do it regularly from my desktop with a USR something-or-other
faxmodem.  The fax doesn't go out on the "DSL".  It makes a voice band
call to the other fax.  My being connected to the internet at the same
time is independant of the fax.  My laptop has a built in fax modem.
Winfax is installed and recognizes it as a fax modem, although I use the
laptop so seldom that I have never needed to send a fax while using it.

There are services that you can email a file to and it gets sent by fax
to a number you specify.  I have never used these services.  This way
the fax goes "over the DSL", but in this case, no fax modem is needed.
It does cost for these services although the probably have a free trial.
