Most users, real or otherwise, don't know or care what language is used
to implement their programs. And the OS is what happens to ship with
their chosen device.

I suspect that by 'real users' you have in mind 'real programmers', who
apparently have to use a hard language such as C++ to be worthy of the
name. Oh and to use Unix too, that goes without saying!

Obviously Windows isn't a toy OS with toy users, as otherwise MS
wouldn't be a company with tens of billions of dollars revenue. But I
think you knew that.

Meanwhile the OP probably has some Apple or Android OS in mind, and
cares nothing for neither Windows nor Linux!

That's certainly true for most users, yes.

No, by "real users" I didn't mean "real programmers". I meant "real
users", people who actually use their computers for tasks more
complicated than typing a letter or browsing a Web page. Real users need
not be programmers at all, let alone 'real' programmers. Of course there
was a certain amount of hyperbole mixed into that reply. After all, I
consider myself to be a 'real user', and even /I/ use Windows (when no
rational alternative presents itself).

It is certainly possible to use Windows to get real work done, if that's
what you mean.

Android is based on the Linux kernel, and iOS is a grand-child of Unix
(being based on OS X, which is based on Unix).

Try google, for example: 'how to create an android app', depending on
which platform you want to create it for.

It can be quite complicated even for a simple app.

It very much depends on your programming background, if any...

Anyway, not easy but easier than native apps development are so called hybrid apps, i.e. web apps (HTML/CSS/JS)) running in a native container. Try and have a look at Cordova: <https://cordova.apache.org>

HTH,
