The "misapprehension" that I have is the original post indicating 2 computers connected to one router and the desire to have computer2 to have a public ip address other than the _public_ one assigned to his router. "public ip address" being the operative description leading me to the conclusion the OP wants anyone on the Internet to be able to use it to make a connection from their machine to computer2.
