I recall one of the original drugs had to be dropped because a European 
manufacturer refused to sell it for execution purposes. The report I read 
is she had difficult  veins and asked the technician to try higher up in 
her shoulder. It's possible he missed the vein altogether. 

I can believe that give some of my quality experiences with phlebotomists. 
It must be a very different experience when you know their end goal is to 
kill you.
