Here is another even simpler problem.

Often, when an electronic device is plugged into the power
outlet there will be sparking.  That is, a mini lightning
bolt will jump between the contacts.  (Actually, this always
will occur but some conditions make the sparking more intense
and noticeable.)

Explain, using explicit mathematical equations, why this
happens.

This is freshman stuff.  Very basic.

I shall explain.

Every circuit has inductance, even if the inductance is totally
parasitic.

The equation for the voltage across an inductor is the following:

delta V = -L * dI/dt

So the voltage is proportional not to the current (I) but to the
rate of change of current (dI/dt).

Thus, when a circuit is "plugged in" or connected to the mains power
source, the current begins to flow from zero.  The rate of change
(dI/dt) is extremely large and so is the voltage.  The voltage is
so large that it causes a dielectric breakdown of the air, i.e. a
spark (a mini lightning bolt).

Actually, due to the electric field of the mains, the current actually
begins to flow before contact is made.  The spark will jump across
the small gap.

At times, the spark is so hot that it can cause pitting of the metal contacts.

This phenomemon will happen all the time.  There is no way to avoid it,
other than perhaps to make contact at zero volts and then turn the
voltage up after contact is made.

connect the other end of them to the computer or anything electronic. 
And when turning off, you should first disconnect at the electronic 
device end first, and only then disconnect from the wall.

I think that he may be referring to the "wall warts" that are used
to power various devices.

Wall warts will always heavily spark due to the transformer and it would
be better to plug in the wall wart first and then plug the cable into
the device.  Reverse the procedure for powering down.

I had a situation in mind that a power adapter is being used for an 
electronic device.

If you plug it to the wall first and only then the other end to the 
device, you incur less of a sudden change in current at the device's 
plug because the current there goes from zero to a much lower amount 
immediately after plugging.

But at the wall end, this change in current is much higher and it takes 
a little amount of time for the circuits inside the adapter to subdue 
that change, and this might damage something in the device.

plug the power adapter to the wall first, and by the time you're 
plugging the other end to the device, you're dealing with much less 
severe change in current.

I have some USB HDDs that are powered by an adapter (wall wart)
and I always plug the adapter in the wall first and then I will

Put an on-off switch on the line's Hot conductor right after the requisite fuse and have it in the "off" position when you plug it in if you live somewhere where the air around your electrical outlet is flammable or if you have some weird aversion to sparks/plasma.
