I had a situation in mind that a power adapter is being used for an 
electronic device.

If you plug it to the wall first and only then the other end to the 
device, you incur less of a sudden change in current at the device's 
plug because the current there goes from zero to a much lower amount 
immediately after plugging.

But at the wall end, this change in current is much higher and it takes 
a little amount of time for the circuits inside the adapter to subdue 
that change, and this might damage something in the device.

plug the power adapter to the wall first, and by the time you're 
plugging the other end to the device, you're dealing with much less 
severe change in current.
