You also claimed that someone else Jim(?) was not telling the truth when his manjaro system was trashed during a routine update. After further investigation you finally admitted it was a known bug. You don't have to use -m. If /etc/login.defs contains 'CREATE_HOME
yes', -m isn't necessary.
1) after creating a new user via useradd I can't logout then login as
the new user, even if the new user has a $HOME. It just goes
into an endless login cycle.
2) useradd updates /etc/passwd to say the user has a home folder, even
if it's not there.

It seems to be un-UNIX or a deviation therein.
