It puts the name of the homedir in /etc/passwd.
Nowhere does it say that the directory exists, and the manpage
specifically tells you:

<quote>
By default, if this option is not specified and CREATE_HOME is not
enabled, no home directories are created.
</quote>

passwd(5) also tells you:

<quote>
The home directory field provides the name of the initial working
directory. The login program uses this information to set the value of
the $HOME environmental variable.
</quote>

The *name* of the directory.  No guarantee that the directory exists.

Note that DNS might tell me the ip address of www.dufus.com, but there
is no guarantee that it's up and running.
