It used to be that the carriers would subsidize the phone and charge you higher monthly rates when you went under contract. Now the model is that they will finance the phone at 0% interest, but often they still lock the phone. But they still offer some "deals" if you go under contract, like "buy one get one free" flagship phones. You can buy unlocked phones direct from the manufacturer (Apple, Samsung, LG, Motorola, etc.), and they are unlocked, and some of the manufacturers offer financing as well. Once CDMA goes away, things will improve because the international models of phones will work on all U.S. carriers (if they have the proper LTE bands). IF cost is an issue, it's much more cost effective to use a prepaid carrier such as Cricket (owned by AT&T) or RedPocket (service on any U.S. network) but you lose things like international roaming so you're committed to using a foreign SIM when traveling (though there are ways to forward your U.S. number to a foreign number via an intermediary).

Here you can also buy a phone with a contract, for
zero. And eg $40 a month. But they have to tell
you, that it is a payment for the phone.
I buyed my Samsung phones second hand and have
all the possibillities for less money. And prepaid
SIM cards. One costs 20 euro per month and the
other I have to use the phone one time / 6 months
what means I make a call or SMS by myself.

I found another difference during my trip to Canada. I Spain I have a prepaid SIM with no data plan. The SIM is "loaded" with a number of euros, and each call detracts from this amount, per minute. If I don't make calls, the SIM is valid for close to a year. So essentially I have a number for receiving calls for about 5€ per year. But in Canada the prepaid cards they offered were per month. On my last trip to China I had a "Knowroaming" SIM card with no expiration and a data-only Hong Kong SIM card with an 8 day expiration (2GB of data). One nice thing about the KnowRoaming SIM is that each time you add new funds you get 30 days of WhatsApp usage where the data is not subtracted from your data usage. You can use WhatsApp for both voice and texting so you don't have to have voice and messaging costs deducted from your balance if your contacts have WhatsApp. With a data-only SIM you still essentially have voice and SMS via Google Voice.

Well, I think the reason this system evolved this way was because originally North American 2G phones were CDMA phones, rather than GSM like the rest of the world. Even after CDMA vs. GSM became a non-issue with 3G and beyond, they kept the same vendor/carrier system. This helped the carrier keep a customer locked in to the same carrier. And it helped the phone mfgs sell a whole bunch of high-end smartphones. Most North Americans have no idea what their phones actually cost, as hardly anyone has ever paid for the full-price of one in one shot. The cost is distributed over the lifetime of a carrier contract. It's changing now, the laws in Canada have now made many of those practices illegal, but people are still mostly comfortable with getting their phones through their carrier, as the upfront cost is minimal. It's because the majority have no idea what their phones cost, they're not paying for it up front so it stays out of their minds. The big box stores here have elcheapo phones galore. In the past I picked up 2 smartphones off the Target discount shelves for $12 and $14 respectively. After playing with them awhile as Android iPods I gave them to the grandkids.

Verizon used to do it like you say: They would sell a $600 phone for $200 to suck me in and then stick me with a two year contract at inflated prices. However things are different now. They sold me my current Motorola at the full $630 price and my phone service is charged separately. NO contract. I currently pay $20/mo for my line and $35/mo for 2GB of data for a total of $55/mo. (That includes the usual nationwide (US) free roaming and unlimited talk and text.) Verizon did finance my phone over two years (at no interest) but I was free to pay it off and leave at any time with no penalty. So FOR ME it WAS kinda like buying a house or a car. YMMV with your phone company...
