Just to follow up, this was for someone who misplaced her phone and wanted 
to see if she could remotely locate it.  It wasn't about a stolen phone.

But, another thought that I had is that even if someone already has a 
program like Where's My Droid installed and configured on their phone, 
couldn't someone who steals that phone just see that the program is 
installed and uninstall it from the manage apps screen?

A thief who knows his business would immediately put the phone in a
radio proof bag so it can't call home. Or remove the battery if that
was possible.

My neighbor who *left* her phone in a shopping cart found that it was
gone when she got back. The finder, a kid, apparently decided to keep
it. She traced it to a particular house and took a cop along. When
faced with the situation the kid and his unknowing parents voluntarily
gave up the phone and nothing else was done because the kid claimed he
was really going to give it back...tomorrow.

My phone is encrypted and will also wipe itself (sounds bad, huh) if
the wrong password is used 10 times. I always have the GPS turned off
for other reasons so the location finder wouldn't work anyway. If I'm
dumb enough to misplace my phone or leave it lying around to get
lifted then I deserve to pay for a new one anyway.
