Interesting. It wasn't dishonest petitions as such that bug me (though 
of course those would too), it's the underlying implication (which I 
suppose is dishonest in itself, but _may_ not have occurred to _all_ 
petitioners) that, just because a petition has reached 100, 1000, a 
million signatures, that that reflects public opinion - and, more 
dangerously, those in power can think that too, and pass legislation (or 
whatever) accordingly.

[To be fair, just because the school itself had never said so, it could 
still have been the case. As you describe it, he was careful only to say 
that they'd never _said_ it, remaining silent on whether it was true.]
