I had the same problem with a different device using a different version of Android and plugged into a Windows 10 computer. This solved it for me. IF the directions still seem to fit, give it a try. Can't hurt. On the phone: Settings > apps > 3 dots > tic show system > in both the EXTERNAL STORAGE and the MEDIA STORAGE apps: tic storage and then clear both DATA and the CACHE > reboot.
