The phone companies here in New Zealand have that option. You can even keep your old landline phone number and have the calls forwarded to your mobile, or even a group of mobiles. There's also the option of plugging a landline phone into your internet modem, so those with a fibre or home-4G connection don't need the old copper landline wiring coming into the house from the street. But the reality is that people are making and receiving fewer and fewer actual phone calls these days. Most communication on mobile phones is via various messaging apps, TXTing, and less so on phones via email.
