"they" don't know anything, they send out a list of all the random ids 
used by phones whose user has confirmed thy have a positive test, and 
every phone compares the ids to those it has been near, the central db 
doesn't know who to notify, everyone's phone decides for itself.

it does send a full list of all the ids per phone, they change so other 
devices can't try to track you based on the bluetooth id, so it's good 
thing.

I read iOS 13.5 or higher (and yes Android 6 or higher)

hopefully.  Anything older than android 7.1 is going to have pain once 
the letsencrypt cert changes next september.
