I guess you have your phone set to charge only when USB connected.
Connect the phone to the PC with a USB lead. Drag down the notification
bar at the top of the phone screen where it should say "USB for
charging" or similar, and tap "Touch for more options". Select file
transfer from the list that appears. You can now copy/cut and paste the
photos as you would any other file/s using Windows Explorer. They will
probably be in a folder on the phone called DCIM (or subdirectories
thereof) - but if not, search around.
