Samsung have been locking phones to the region in which they are
marketed for some time. This is apparently an attempt suppress "grey"
imports -- to ensure that they can get maximum profits while still being
able to sell phones at lower margins in less affluent parts of the
world.

Not really. The phone is initially locked to the area of sale and must
be used with a SIM card from that area when new. Once it has been used
in that "home" area for a short time -- five minutes of calls must be
made -- the phone will allow a SIM card from a different area to be
used.
