Sure, if you modify the source code. The default directory is hard-
coded in. The easier approach is to move the directory elsewhere and
then create a symlink to it under ~/.kde4/share/apps/kmail.
You do of course need to do this when KMail is _not_ running.

Uh, I seem to have these akonadi_imap_resource processes running (one per email account) and get notifications of new mail whether KMail is running or not... So perhaps it's not quite enough to kill KMail when doing that move? For the record, my .kde4 directory has 335 MB of data, 330 MB of it in .kde4/share/apps/nepomuk/repository/main/data/virtuosobackend/soprano-virtuoso.db No kmail directory even exists under .kde4. There's a kmail2 directory which contains an empty autosave directory... So I don't actually know if my emails are in that one huge db but presumably. This is with KDE 4.13.1.

Yeah, kmail2 is different. It was introduced in KDE a few versions ago
and uses sqlite as its backend for storage.
Sorry about that. I'm still using the original KMail here.

After some googling, it looks like that db is not the mail storage, it's the KDE semantic desktop stuff and apparently some addressbook stuff is stored there by KAddressbook as well. My "local mail" is stored in $HOME/.local/share/local-mail but there's just about 20 MB of stuff, mostly under trash. I guess this means Kmail2 doesn't actually suck all email down from my IMAP servers? That seems so radical. Even though that was a big point of IMAP, the mailbox paradigm was pushed really hard for a long time and as far as I know, Thunderbird at least seems to download everything, IMAP or no.

I had already migrated away from Gnome for tilier pastures, but after that fiasco I really sat up and took notice of of how the team acted. Once I saw how bad it was, I tried to drop everything to do with that dev team, although I still haven't managed to remove everything gtk. I think the turning point was when I read a bug report for one of the very early Gnome 3 versions of Evince (their pdf viewer) in which a user complained that since migrating from 2.x, they couldn't save default settings such as 100% page view. The developer who answered him said something along the lines of ``Such a feature doesn't fit the vision of Gnome... but if you pull from the master branch of the git repository and press ^T, you might be pleasantly surprised.''. That a user could bring an obvious enhancement request (regression report, actually), that a developer could completely agree with them and write a trivial fix but then have to hide that fix behind an undocumented keystroke to avoid the design team; that made me jump ship entirely. To their credit, ``Save Current Settings as Default'' seems to be a very visible option in Evince now, since when I search for that bug report, I find only reports of it breaking and being fixed in recent 3.x series releases. Still, Gnome is now in my books as A Possibly Well-Engineered Solution To A Problem I Don't Have.
