It can't be, perjury is something else entirely.

In UK courts the loser generally pays all the costs. Anyone who
persistantly files nuisance cases can be declared a "Vexatious Litigant"
and can't bring any cases without the prior approval of the courts.
The Welsh singer Dorothy Squires was a well known example :-)

That is just plain wrong with civil matters.

Its only the most egregious losers who end up with that result.

Yes, but that is very rarely done.

I've seen that done by the US Supreme court. There's a prisoner
in Florida (IIRC) that has been submitting certiorari writs to the
court en masse[*]. The court finally said "no more from you".

[*] Self represented, and not particularly conversant with the
    legal codes.

The guy who went into Concordia University here in 1992 and shot about six
people (and was infamously known before that as a Usenet kook) was like
that. He'd fuss over the tiniest details, and the only reason his name
kept appearing in the news was because he'd have these court cases. One
time the judge removed himself, basically saying "I can't take this guy
anymore", another time the judge said "you can't do this anymore", but
that must have been specific to something, since recently he won a
decision that allowed him a second parka, and then won another related
decision, that he not have to pay the fee for filing the motion.

I gather law books are well read in prison. If you've got a long
sentence, there isn't that much to do, so why not read up on law. And thus
they do file motions on all kinds of things, amateur lawyers who may
actually get quite good at it. Of course, it works better for the person
wrongfully convicted, if they can get a retrial or whatever, they get out,
while the prisoner nitpicking about whether they can use a knife to eat
with is most likely nitpicking.

There was a Nova program recently about some in a Nazi POW camp
deciding to try to build a glider to escape. It turned out that
the camp library included books on airplane design! (Again, not
much else to do, and law book wouldn't help much.) Seems that
they were close to finished when that camp was liberated.
So, not so long ago, they went back to reconstruct the design
and test fly it off the roof.

That would have been Colditz. You can read more about it here:

They've covered that glider at Colditz before.

Apparently one of the POW camps had a transmitter, never used but there
just in case. As the war continued, there was worry that there would be a
massacre, and they wanted that transmitter for that moment.

Since the escapes were well organized, I'm sure it was a great learning
experience, someone with experience teaching others how to forge papers
and turn uniforms into civilian clothing. I suppose even without the
escapes, they'd have organized classes, just to keep everyone occupied.
We sort of see that in The Great Escape, where one minute someone is
teaching birdcalls, then when the guard has moved on, they are forging
documents or something. Likely an exaggeration, but just like those stuck
in the antarctic over the winter, they likely did have people with
something to share teach the others.

That's not nearly as serious a problem.

Elected judges seemed like a good idea when I was growing up, but after
seeing it in action, I now strongly favor appointed judges.

Ditto for most executive branch positions, including DA.

... or not enough of it. A few years back, one party was desperate to
get enough judge candidates to fill out the ballot, so they talked a
bunch of folks (with no law background at all) into running; sadly,
that's not unusual for the party out of power. However, the tide turned
and they won, so we ended up with all those yahoos on the bench--and
most of them unhappy to be there. The appeals courts have been flooded
with cases as a result, and the typical wait for a _trial_ have gone
from being measured in months to now being measured in years.

I've seen both in action, and appointed judges seem to work out better
(or at least less bad) in the vast majority of cases.

Courts are always bad news, at least if you're the defendant.

No; as in most countries, the application of the law is uneven. It's
rare for a prosecutor to go to jail for withholding evidence from the
defendant, or a police officer to go to jail for assaulting a citizen,
both illegal here.

Then there's (oxymoron) military justice; when's the last time that
you saw a court martial for a high ranking officer who turned a blind
eye to sexual violence in his command?

It's a lot easier to convict someone for doing something, e.g. rape,
than for _not_ doing something, e.g. ignoring rape.

Because that is almost impossible to prove beyond reasonable doubt.

But old dumps just don’t have the long thin structure

Shoreline, in Mt. View, is built on a former landfill. Here's pic of
the amphitheatre (which from the right aspect appears much similar
to the grateful dead skull. Jerry's last concerts were played here).

http://upload.wikimedia.org/wikipedia/commons/a/a0/Wfm_shoreline_amphitheatre.jpg

In the early days, one could sit on the grass during the show and light
the methane on fire.

Much of the rest of the former landfill is a golf course.

Some communities here in Colorado recovery methane from closed landfills.
The usual practice is to mix the recovered gas with the natural gas and send
it to the municipal gas supply to be burned as needed by municipal
customers. I don't have the numbers to hand, but I recall reports from a
few years back that at least one smaller town was close to fulfilling its
total annual natural gas requirement from the recovered landfill methane. I
do know that many large dairy farms in the US are using recovered methane
gas from manure piles to run farm operations - including machinery.

Somebody FINALLY found a use for bullshit!
